This depends on the product, time and place of purchase. Either the manufacturer or retailer can offer rebates. Many large stores work with manufacturers and require two to three rebates per item. Sometimes, they are only valid at one store. Special receipts and rebate forms are sometimes printed at the cash register upon purchase. They can also be downloaded online. Sometimes the rebate is available immediately in some cases. In this case, it’s called an instant rebate.
